Auckland City Council says it plans to spend $3.5 billion on capital projects in the next ten years, but will be able to keep rates increases low.
In its draft 10-year plan, the council states it believes next year's rates rise can be kept at an average of 2%, lower than its target of keeping increases within the 2.5% council rate of inflation.
Of the spending proposed for the next decade, $516 million is planned for next year.
Auckland City Council has been under pressure to reduce spending during the recession.
It says the plan has budgeted savings over ten years of $202 million.
Submissions on the draft plan close on 18 May.
