An immigration lawyer says changes to a temporary work visa scheme don't address the root causes of migrant exploitation.

Changes to the Accredited Employer Work Visa Scheme take effect from Monday.

They include a minimum English language requirement for some roles and changes to the criteria for Immigration New Zealand to suspend employers.
