Two separate investigations are underway into alleged inappropriate sexual behaviour by Oranga Tamariki staff at their youth justice facilities.
The child protection agency has described the behaviour toward young people at its residences as serious and unacceptable and says two staff have been removed.
Oranga Tamariki Chief Executive Chappie Te Kani says his own staff raised the alarm.
A police investigation has been launched and from Friday former Police Commissioner, Mike Bush will be in charge of all Oranga Tamariki Youth Justice, Care and Protection residences.
He'll also complete a two month review to determine if there are more wide spread issues. Joining us now is the Children's Commissioner Judge Frances Eivers.
