Under the deal, Mr Flavell will be Minister for Maori Development and for Whanau Ora and Associate Minister for Economic Development.

The two parties have agreed to work together on extending Whanau Ora, the Ministerial Committee on Poverty and Maori economic and regional development.

Te Ururoa Flavell said the relationship had matured and would allow the Maori Party to get further gains for its people.

John Key said the change in the Maori Affairs portfolio to Maori Development reflected the positive progression of Maori.

Yesterday, the National Party fell short of becoming the first ever majority government under MMP in New Zealand, losing one seat in the final election results.

With the counting of special votes, National has dropped from 61 seats on election night to 60 - just short of a majority in the 121-member Parliament.

However National still has sufficient numbers, with its support partners, to pass legislation.
