Christchurch rates may rise by up to 6.6% to fund the rebuild of the city.
Christchurch City Council members are debating a draft three year plan which will see $600 million spent on capital projects.
Mayor Bob Parker said several major projects in the plan including social housing, the revival of New Brighton and a cycle network, will be funded by the rates increase.
The draft plan will be issued for public consultation in May and will return to the council in June for adoption.
City councillors will debate amendments to the draft plan over the next two days.
