An internal audit says the Horowhenua District Council is exposed to extreme risk because its chief executive has intercepted people's emails without them knowing it. The mayor Michael Feyen says he learned of the report in May and has tried everything to get it tabled at the council, but failed. He tells our reporter Phil Pennington that his emails were being blocked and diverted.
