The government is promising that changes to resource management will mean projects will be quicker, cheaper and easier to get off the ground.
The old regulations are set to be replaced by three proposed laws, two of which were introduced to Parliament on Tuesday.
Environment Minister David Parker says it will cut the time and cost of consenting.
But Waikato University law faculty Associate Professor Dr Linda Te Aho says the sheer magnitude of change will require "further and deeper analysis" - and some delicate handling.
Most delicate of all, she says, will be the future status of Treaty claims already settled with reference to the RMA.
