18 workers at an unnamed, but prominent, resort had been made redundant, Mr Usamate said.
In a statement, he said his ministry would investigate whether the workers had been treated in accordance with the Employment Relations Act.
He said the ministry received notice of redundancy on 1 May, but by law, employers must give 30 days' notice of any planned redundancies to the ministry's permanent secretary.
