Niue will only allow returning residents who spend two weeks at a quarantine facility to enter the country.
The island's cabinet met this week to decide stricter entry measures because of the Covid-19 pandemic.
It raised the island's alert level in the wake of community transmission in New Zealand, and government workers have been sent home for two weeks.

The health ministry's Gaylene Tasmania told the Broadcasting Corporation of Niue that it was decided to still allow one return weekly flight from Auckland.
"Only returning residents will be allowed to come to Niue. And prior to check in or prior to boarding they will need to sign a consent form or declaration so they know that when they arrive here that they are going straight into 14-day isolation or quarantine," she said.
"They will be transported straight to pre-arranged isolation and stay there for 14 days."
Gaylene Tasmania urged families not go to the airport to greet returning residents.
A group of opposition MPs have planned a protest on Friday (local time) calling for flights to Niue to be banned completely.
