The Fiji government says five foreigners have started work as permanent secretaries as the Public Service Commission is completing the hiring process for the top positions.

It says so far 17 new permanent secretaries have been appointed.
Among the new appointments are two people previously employed in Australia, one in Britain and one in Canada.
Three positions are yet to be filled.
The Chairman of the PSC says the recruitment process was provided by a Melbourne-based company.
