The Wellington City Council has told MPs that Parliament's approach to changing the building laws is too piecemeal.
The Building Amendment Bill would force building contractors to disclose their skills, qualifications, licensing status and track record to customers.
It also requires principal building contractors to fix any defects in their work within 12 months of completion.
During submissions on Thursday morning, Wellington City Council's building consents manager, John Scott, told MPs the amendments are too fragmented.
With the Canterbury Earthquakes Royal Commission about to release its first report, Mr Scott said, there could be changes coming from that process as well, so it would be best to "take a holistic approach and make sure that all potential changes are done at the same time".
