The briefings to incoming ministers - giving them an overview of their portfolios - have been released publicly today.
The documents set out the work programme for the new ministers, but also identify any areas where action may need to be taken or where there could be risks.
The documents previously had to be obtained under the Official Information Act, but the previous government began releasing them pro-actively.
State Services Minister Chris Hipkins said there were about 170 documents for public sector agencies and Crown Entities, as well as supporting documents.
"The documents reveal significant challenges, particularly in health, housing and social development.
"We will meet these challenges head on."
