There have been another 439 cases of Covid-19 recorded in Victoria, again down from the weekend's higher numbers.
There have also been 11 new deaths, all of which are linked to aged care clusters.
A total of 456 people are in hospital, and 38 of those are receiving intensive care.
Of the 11 people who have died, one man was in his 70s. One man and three women were in their 80s. Two men and three women were in their 90s. And one woman who was in her hundreds. All were connected to aged care facilities.
There are 1186 active cases in aged care.
From midnight tomorrow, the state begins a level four lockdown, with non-essential businesses required to temporarily close.

The state Premier, Daniel Andrews, said from now on those who are expected to be self-isolating, are unable to exercise beyond their properties.
Andrews also announced a new on-the-spot fine of about $5000 for those who breach their self-isolation orders.
"I can confirm that the ADF [Australian Defence Force], together with important authorised officers from the Department of Health and Human Services have conducted more than 3000 door-knocks of people who should be isolating at home. More than 800 of those homes, the person who should have been isolating could not be found.
"That is completely unacceptable.
"From now, there will be no exercise if you supposed to be isolating at home. You will need to stay in your home or on your property. Fresh air at the front door. Fresh air in your front yard or back yard or opening a window.
"I apologise to those who were doing the right thing but we have simply no choice but to move to that setting."
There will be more than 500 additional ADF personnel coming to Melbourne in the coming days to conduct compliance checks.
"There will be multiple door-knocks and they will be random in nature, as well as all close contacts will also be visited on the same basis. [When you get] those door-knocks you are expected to be found at home."
