However, people are being encouraged to avoid travel during peak hours unless it's necessary, and to maintain two metres of physical distancing.
Waikato Regional Council said it would increase bus services, but it won't return to a normal timetable due to driver shortages.
Auckland Transport said it was recommending people wear masks on public transport, although this is not mandatory.

It said it was also preparing to reopen 160 construction sites, including the City Rail Link, and it's reviewing the currently free parking across the city. "For now, parking in AT buildings and on-street will continue to be free and with no time restrictions in Auckland.
"We're getting back to work but it won't be business as usual - there will be a strong focus on measures to protect workers and the public from Covid-19 transmission," Mayor Phil Goff said.
