Improvements in Christchurch City Council's consents' processes should be noticeable by March next year.
The Government appointed Doug Martin as Crown Manager in July, after the council's accreditation to issue building consents was withdrawn by International Accreditation New Zealand.
In a report to the council's Regulation and Consents Committee, Mr Martin says all the staff required to meet the increased demand for building consent services will be recruited and trained by March.
Mr Martin says a full management team will be in place by early February.
He says while there is still a way to go, the improvements, smart management and more resourcing will mean people will start to see a difference next year.
