The Office of the Regulator in Samoa has yet to approve the broadcasting licence for the prospective owners of Apia Broadcasting Limited which runs TV3.
The broadcaster was previously owned by former cabinet minister and businessman, Hans Joachim Keil.
The Samoa Observer reported the regulator, Lefaoali'i Unutoa Auelua-Fonoti, in an email to the paper saying her office had yet to receive any correspondence from TV3 regarding the sale.
She said all that they have heard is just what has been reported in the media.
The regulator has written to TV3 and said that without full compliance with the Broadcasting Act, there can be no transfer of ownership.
