Powes Parkop says sellers and buyers are going to extreme lengths to flout a ban on the popular narcotic in Port Moresby.

He says the National Capital District Commission is establishing a fleet of boats to monitor the seas and catch smugglers.

"We have intelligence already on who is involved in smuggling, the routes and so on. It's easy to cap this down and we can cap it very quickly. We just need to focus and put some resources into it."

Powes Parkop says three or four boats already owned by the National Capital District will be used in the patrols.
