Prime Minister John Key says there is no guarantee of New Zealand gaining a seat on the United Nations Security Council.
In Paris, before flying to New York, Mr Key said the campaign was a little like bidding for the Olympic Games: everyone says they will vote for you before they actually vote.
Mr Key says he believes New Zealand is running a good old-fashioned campaign with Foreign Affairs Minister Murray McCully visiting many countries.
But, he says, the Government is not throwing a lot of money at the bid.
