An independent report on the Napier flood last November has found the response was good but some areas needed improving.
More than 600 properties were damaged during the one in 250-year flood, with some people still out of their homes nearly a year later.
A hazard report on what happened will be presented to the Hawke's Bay Civil Defence Group joint committee on Monday.
Matters covered include the inability to predict accurately where the rain would fall, and the inability of infrastructure to control drainage and flooding because of the intensity of the deluge.
Power outages at pump stations and debris in the stormwater network contributed to the damage.
