Advisor backs plans to end MPs' control of rural development funds

An advisor to the Solomon Islands Development Trust says if the Rural Constituency Development Funds are taken out of the hands of MPs they're more likely to go where they're most needed.

Dr John Roughan's comments follow plans by the Ministry of Rural Development that it manage the fund rather than the money going directly to the MPs.

He says since the beginning of the fund, there's been disquiet about the money being used inappropriately.

"I would prefer that the money be put into the constituency and administered by an elected body. Not a member of parliament because it has changed the nature of his work, but by an elected small group of people who'd be fiscally responsible, monitored, audited."

Dr John Roughan says when MPs were given the responsibility for the fund, it changed the nature of their role from being legislators to project contractors.
