Fisher-Black was 11 minutes behind tour winner Annemiek van Vleuten of the Netherlands.
"A good GC was my goal, so I'm really glad that I succeeded," said Fisher-Black.
She also claimed the young riders white jersey for the second straight year.
She was the leading rider for her Dutch SD Worx team which finished ninth overall.
Fisher-Black was also 13th in both the points and king of the mountain categories.

They just held on to beat Romania by point 11 of a second.

Double for SVG
New Zealand driver Shane van Gisbergen has completed the double in the Townsville round of the Australian Supercars.
Van Gisbergen won the opening race on Saturday, but had some issues in yesterday's second race.
Van Gisbergen's closest title rival Anton De Pasquale sent the points leader into a spin at the final corner of the last lap as he tried to push his Ford into the lead in the dying moments of the race.
De Pasquale attempted a redress to the chequered flag, but van Gisbergen pushed him over the line. Officials quickly hit De Pasquale with a five-second time penalty, handing victory to van Gisbergen.
It helped van Gisbergen to his 11th win of 2022, his 10th in Townsville and 65th of his career.
The Holden driver extended his lead over De Pasquale to 274 points.
NZ reclaim under-20 rugby title
New Zealand has regained the Oceania Rugby U20 Championship title for their fifth Championship win with a 69-12 victory over Australia on the tournament's final day.
After losing to Australia in 2019, New Zealand came out strong scoring two tries in the first 10 minutes to lead 14-0.
Down 26-0 with 10 minutes to play in the half, things got worse for Australia who had two players sent off within minutes off each other, allowing New Zealand to score two more tries immediately after each infringement, ending the half 40-0.
Playing with only 13 men, Australia conceded two more tries to start the second half.
New Zealand captain George Bell scored three of his sides 11 tries.
Australia finished third after Argentina's victory against Fiji.
England get consolation win
Suryakumar Yadav's brilliant century proved to be in vain as England beat India by 17 runs to earn a consolation victory in the Twenty20 series which the touring side won 2-1.
Chasing 216, India made a poor start as they lost Rishabh Pant in the second over before Rohit Sharma and Virat Kohli fell for 11 runs each to leave their side in trouble at 31-3, before Yadav took charge at Trent Bridge.
His masterful 117 came off 55 balls and contained 14 fours and six sixes to give India hope but the lower order crumbled and they finished on 198-9 from their 20 overs.
Earlier, Dawid Malan hit six fours and five sixes in his 39-ball 77 to put England in a commanding position after they won the toss, before late fireworks by Liam Livingstone helped them pile up 215-7 in 20 overs.
The teams next play three one-day internationals starting at The Oval on Tuesday.

Pogacar still leads Tour
Bob Jungels won the ninth stage of the Tour de France at the end of a long solo mountain raid after Covid-19 almost prevented the Luxemburg rider from starting the race last week.
The AG2R-Citroen rider tested positive on the eve of the start in Copenhagen but was cleared to take part after a panel of doctors ruled that his viral load was low enough for him to ride.
Jungels prevailed from the day's breakaway in searing heat in the Alps after resisting a fierce chase by France's Thibaut Pinot, who surrendered in the final kilometres and finished fourth after 192.9km from Aigle, Switzerland.
Jonathan Castroviejo took second place 22 seconds behind Jungels with fellow Spaniard Carlos Verona ending up third a further four seconds adrift.
Slovenian Tadej Pogacar retained the overall leader's yellow jersey after spending a quiet day in the bunch, crossing the line just ahead of last year's runner-up Jonas Vingegaard after a short sprint to the line.
