The chairman of the Territorial Bank of American Samoa has told lawmakers that it is yet to make a profit since opening in October 2016.
But Steven Watson also told the Senate committee hearing that it takes time for a bank - especially a start-up financial institution - to make a profit.
Mr Watson said all government agencies were expected to have their operation accounts with the Territorial Bank but some government accounts were still with other banks.
The House of Representatives is expected to hold a hearing on the bank's finances later this month.
