The Lower Hutt Mayor says the council hopes the Queensgate shopping centre carpark will be rebuilt.
The removal of the north-eastern corner of the mall following November's Kaikōura earthquake has been completed.
The site is now being tidied up and a fire escape is being put in which will allow all of the shops to be reopened.
The mayor, Ray Wallace, said he understood this could take a matter of weeks.
He said the council hoped Queensgate and the shopping centre's owners, Stride Investment Management, would put in a new carpark and replace the demolished cinemas.
"They currently meet their requirements for carparking, but you know for the popularity of the facility I think more carparks will certainly be needed."
