There is uncertainty about a formal meeting in September called by the French interior ministry to discuss New Caledonia's future.
The talks with New Caledonia's political leaders are meant to wrap up the Noumea Accord process which was concluded with last December's third and final referendum on independence from France.
However, the pro-independence parties refuse to recognise the outcome of the vote and now say they won't go to Paris.
