The Fiji Times reports Waisale Serevi and his men face an uphill battle at Twickenham Stadium in London on May 26-27 with France, Argentina and Russia.
Hong Kong Sevens winners Samoa are the second seeds and face Australia, Canada and Georgia.
Former series champions New Zealand head Pool C with the improving Scotland, Kenya and Italy with host England has been handed a tough draw with South Africa, Wales and Portugal.
A week later, the sides travel to Murrayfield in Scotland.
Fiji leads the series with 104 points. Samoa is second on 94 while New Zealand has 90 to lie in third.
