Emergency services were called to the corner of Marine Parade and Ellison Street about 8.30am.

The cyclist is in critical condition in Hawke's Bay Regional Hospital.

The hospital said the teenaged boy was taken to intensive care.

KiwiRail chief operating officer Todd Moyle said the collision happened at a level crossing on Ellison Street, as the freight service was travelling from Napier to Hastings.

"Incidents like this are extremely upsetting for all those involved, and our thoughts are with the family and friends of the cyclist," Moyle said in a statement.

The driver and staff would be offered support, he said.
