The leader of the National Party says New Zealanders don't have a good idea of what Māori co-governance means.
"I think what the government needs to do, is actually on a constitutional issue like this actually come out and articulate what it is or what it isn't."
It comes after Māori Development Minister Willie Jackson said democracy was no longer about the tyranny of the majority.
However, Christopher Luxon says having two separate systems would just increase bureaucracy without delivering outcomes.
He says the government needs to set out clear guidelines on what is and isn't included for constitutional issues like this.
