Eleven community halls, two plunket rooms and a rowing club have been identifed among earthquake-prone buildings in Waikato.
Initial checks by Waikato District Council found buildings at 28 sites fall well below the quake-prone threshold of building standards.
That threshold is 34 percent of new building standard, whereas all these buildings are below 25 percent.
The council is now bringing in engineers to do more detailed assessments.
Only then would it know more about the risks and what approach to take, it said.
The future of some buildings may be in question if their quake rating fell still further after a detailed check, it said.

Meanwhile, Sky Stadium in Wellington is doing work to improve the resilience of the building's floor in case of a significant earthquake.
It is the latest of several projects the stadium trust has undertaken since the 2016 Kaikōura earthquake that shook buildings in Wellington.
The stadium has a New Building Standard rating of 70 to 80 percent, the trust chief executive Warrick Dent said.
"The stadium is not considered earthquake-prone, the NBS rating is well above the threshold," he said.
"An NBS rating is not targeted," an earlier tender said.
The new project is to strengthen the 34,500-seat venue's floor by putting in extra supports.
It was in its preliminary stages.
"The works are not being undertaken due to any requirement to strengthen the building", or in response to changes in quake assessment guidelines, Dent said.
