In that time, Auckland's population is expected to grow by up to one million, but technology changes will make it hard to forecast future demand.
With the upcoming completion of the Western Ring motorway route, there would be few remaining corridors free, the report said.
Auckland Transport Alignment Project, a joint effort between the council and government agencies, is expected to produce an agreed list of projects this year, then begin talks on new ways of funding them.
