The violence occurred outside the state's capitol building in Sacramento.
The Sacramento Fire Department said seven people had been taken to hospital, two with life-threatening stab wounds.
The violence is understood to have involved people from the nationalist rally the Traditionalist Worker party and a group of counter-protesters.
