A Local Government Minister says she is confident an online voting trial can go ahead, despite the Christchurch City Council's refusal to take part in it.
Five councils have signed up to next year's trial, but the company behind it, Electionz dot com, said without Christchurch, the process was in jeopardy.
Associate Minister of Local Government Louise Upston said she was not worried.
"This is sometihng that local governments themselves have been asking for, so the next step is for the other councils to consider whether they are going to participate."
Ms Upston said in order for online voting to go ahead, councils must complete security tests to ensure the process will be safe.
