Election Commissioner Uiagalelei Dr Lealofi Uiagalelei has written to Governor after getting legal advice that it would be best to include such people in the absentee voter category.
Uiagalelei said specific policies and procedures would outline the process for the category, which would also allow them to run for office.
He added the charges would be cancelled once the borders reopened and residents could return home.
