There's been an unprecedented failure to reach a consensus at the APEC leaders meeting in Port Moresby. For the first time in twenty-five years, they have failed to release a joint communique at the end of their discussions. The meeting exposed deep divisions between the United States and China on trade, and engagement with countries in the Asia Pacific region.
