The ‘Three Waters’ in NZ history?

Parts of NZ are currently experiencing major problems with the ‘Three Waters’ ie wastewater, stormwater and drinking water.  Wellington in particular has been hit by burst pipes, leaking sewerage into the harbour.  

Is this an alarming new development or has NZ always had problems with the ‘Three Waters’? Dr Grant Morris from Victoria University of Wellington has some insights
