The Cook Islands Internal Affairs Minister says the public needs to get behind the move for compulsory motorcycle helmets, after a spate of deaths on the road.
Albert Nicholas has called for a select committee to look into the issue.
His call comes after the teenage member of a prominent family died in an accident over the weekend, making it the fifth motorcycle death of the year.
Currently anyone driving a motorbike over 40 kmph must wear a helmet.

In 2008, legislation was passed to make helmets compulsory but it was later defeated, following a public protest.
Mr Nicholas says it is time to revisit the issue and resolve it once and for all.
"Part of my passion behind it too is that my own brother passed away a couple of years ago in a road accident and my cousin two months ago just passed away and she's just only 16 so I think it is time for us to seriously look at this and I think it is about time that our general public gets onside to support it as well, instead of protesting."
Albert Nicholas says there has been a misperception that many accidents involve alcohol but he says some of the motorcycle deaths have been of young girls riding home from school.
