Earthquake Recovery Minster Gerry Brownlee is giving the Christchurch City Council one more chance to approve a development plan, otherwise he will force it through himself.

The council on Thursday postponed a vote on the Government's Land Use Recovery Plan that would allow more buildings on existing sections in urban areas.

Mr Brownlee says he is deeply disappointed at the council's lack of action on an issue he has bent over backwards to resolve. He says he'll attempt one more meeting with the mayor and the council on Friday morning and if that does not lead to some resolution he will have no alternative but to approve the plan without the council's endorsement.

The council finance committee chairman Raf Manji says amendments are needed to the plan and it should be included in the district plan review next year so locals can have a say.
