Martens put the Dutch in front after 17 minutes, only for Yui Hasegawa to level on the stroke of halftime, but the forward sent the European champions through with a spot kick in the last minute.
Japan, who hit the woodwork twice, dominated the second half but lacked a finishing touch.
The Netherlands, taking part in only their second women's World Cup, will play Italy in Valenciennes in the quarter-finals after the Azzurre beat China 2-0 earlier.
There are seven European teams in the last eight along with defending champions the USA.
In the other quarter-finals Norway play England, France play the USA and Germany play Sweden.
Phoenix sign young striker
The Wellington Phoenix have signed New Zealand under-20 striker Callum McCowatt from Eastern Suburbs.

McGowatt won the golden boot in last season's New Zealand's Premiership and he also featured in the recent FIFA U20 World Cup in Poland.
The recruitment of McCowatt signals the intent shown by Head Coach Ufuk Talay in his belief of the young talent coming from within New Zealand.
"Callum is one of those elite players that has developed through the footballing system in this country, including Olé Football Academy, and has shown that on the International stage.
"The next natural step was for him to turn professional and he'll be a welcome addition to our group of players."
Lawton extends his Warriors contract
Hooker Karl Lawton has extended his contract with the Warriors for another two years.

The 23 year old will be with the NRL club until the end of the 2021 season.
Lawton was named to start against Penrith this weekend.
Lawton was used only once in the first eight rounds of the NRL season when he started against his old club Gold Coast in round four.
His signing comes a day after the Warriors announced young Sydney Roosters middle forward Josh Curran had been signed to the end of the 2021 season.
Steel confirm three more for next year
The Southern Steel have confirmed three more signings for next year's Netball Premiership.

Teenager Taneisha Fifita joins fellow defenders Te Huinga Reo Selby-Rickit and Abby Erwood in signing for 2020.
The trio joins shooters Jen O'Connell and Kalifa McCollin from Trinidad and Tobago, on the roster.
Fifita has been an official training partner with the franchise for the past two years and earned three caps with the Steel during 2019.
The Southern Steel finished third this year.
RTS and Green hit milestones
Captain Roger Tuivasa-Sheck and Blake Green will both achieve their 150-game milestones while Nate Roache, Sam Lisone and Leivaha Pulu have been recalled for the Warriors' NRL Heritage Round encounter with the Penrith Panthers at Mount Smart Stadium on Sunday.

Hooker Roache replaces veteran Issac Luke on the bench for his first match since picking up a back injury in the May 11 win over St George Illawarra in Brisbane.
Lisone and Pulu have both been named on the interchange, Lisone back in the NRL side for the first time since round five while Pulu is set for his first outing this season.
They come in to fill the void created by the absence of first-choice forwards Tohu Harris and Lachlan Burr.
The Warriors go into the match in 10th spot on 12 points, two points outside the top eight. The Panthers are also on 10 points but sit 14th on points for and against differential.
Stanaway injury a concern for Garry Rogers Motorsport
Injured Supercars driver Richie Stanaway's ongoing absence with a neck complaint is starting to get to team boss Garry Rogers.

The 27-year-old New Zealander has been sidelined since aggravating the problem in the first race of the Winton SuperSprint in May.
Endurance partner Chris Pither got behind the wheel of Stanaway's Commodore for the second race at Winton before filling in across the weekend at recent Darwin Triple Crown.
Stanaway has been ruled out of next weekend's Townsville 400, forcing Rogers to seek special dispensation from Tickford Racing to draft in their endurance driver Michael Caruso for the event.
Caruso, who will partner Tickford's Cameron Waters in this year's endurance races, began his fulltime Supercars career with GRM in 2008.
During his time under Rogers the 36-year-old claimed his maiden Supercars race win at Darwin in 2009 and partnered with Lee Holdsworth for a third-place finish at Bathurst the same year.

McIlroy playing his best bowls
Singles player Shannon McIlroy is the only unbeaten New Zealand lawn bowls player in the second week of the Asia-Pacific Championships on the Gold Coast.

But the men's pairs gold medallist needed to showcase his renowned mental strength to win all three of his games on day two of section play in the men's singles.
McIlroy had to come from 15-3 down to beat Tony Cheung of Hong Kong 21-16, either side of wins over Thailand and Japan.
The world champion believes it is the best he has played at the tournament to date.
The women's pair and triple still top their sections despite losses yesterday, while the men's four are third in their group.
Breakdancing set for Olympics
Breakdancing and three other sports took another step towards appearing at the Paris 2024 Olympics after the International Olympic Committee voted in favour of their inclusion.
The Paris 2024 organising committee in February proposed surfing, skateboarding and sport climbing as well as breakdancing for inclusion in the Games and the IOC's executive board gave the initial green light in March.
Today the IOC session voted unanimously for their inclusion in the 2024 programme, but the sports face one final review in late 2020 before a final decision is taken, IOC President Thomas Bach said.
Surfing, climbing and skateboarding will be part of the Tokyo 2020 Olympics and their performance as new sports there will be monitored by the IOC before a final decision is taken on their inclusion in Paris.

Chelsea start talks with Lampard

Chelsea have been given permission to speak to Derby boss Frank Lampard about their vacant manager's job.
Lampard, 41, spent 13 years as a Chelsea player and would replace Maurizio Sarri, who has joined Juventus after one season at Stamford Bridge.
The Blues would have to pay the Rams about $7.6m if they appoint Lampard.
Lampard embarked on his first campaign as a manager last season, leading the Rams to the Championship play-off final where they lost to Aston Villa.
The former England midfielder made 648 Chelsea appearances, winning 11 major trophies.

Lara to be released from hospital
Former West Indies cricket captain Brian Lara says he is fine and will soon be out of hospital in Mumbai after he was admitted with chest pain.

Lara, who holds the records for the highest individual innings in Tests and first-class cricket, believes he may have overexerted himself while exercising.
The 50-year-old is in India conducting media duties for the World Cup when he was hospitalised yesterday.
He revealed tests have shown no serious issues and he is confident of being discharged today.
Lara amassed 11,953 runs in 131 Tests, which was a world record until he was overtaken by India batsman Sachin Tendulkar in October 2008.
He racked up a further 10,405 in 299 one-day internationals.

Williams technical director leaves
Former technical director Paddy Lowe is leaving the Williams Formula One team with immediate effect and has stepped down from the board of directors.

Lowe had been on an extended "leave of absence" since 5 March, before the start of the season.
"After a period of careful reflection I have reached the decision that I will not return to work at Williams," he said in a team statement.
Lowe's position at the former world champions appeared shaky last year and worsened after they failed to finish their new car in time for the start of testing in Barcelona and turned up two days late.
The team are last in the championship and have yet to score a point with a car that has been the slowest on track all season.

Tokyo Olympics flush
The Tokyo 2020 Olympics have generated record domestic sponsorship revenues of more than $4.5 billion, the International Olympic Committee said - three times more than any previous summer Games.
There is huge enthusiasm among the Japanese for the Tokyo Games, and the public have rushed in their millions to buy tickets.
The IOC's Coordination Commission chief for Tokyo, John Coates, said local sponsorship agreements were up to 62 companies for all three tiers of sponsorship arrangements.
In comparison, the London 2012 Games raised roughly $1.6 billion from domestic sponsors - a record at the time - while Rio de Janeiro in 2016 claimed it had slightly surpassed London, although that is unlikely with final accounts inaccurate given ongoing corruption probes linked to those Olympics.
