The Government-owned farm nutrient management tool "Overseer" is contributing to the continued pollution of water and the environment.
That's the conclusion of a damning review, and Parliamentary Commissioner for the Environment Simon Upton has called the findings "devastating".
The tool, in part owned by the Ministry for Primary Industries, was developed to help farmers use fertiliser efficiently, and to estimate the nutrient loss from farms.
Regional councils have used the system to make decisions around water quality.
