The Earthquake Recovery Ministerhas criticised the Christchurch City Council for what he says is a lack of action on the city's flood-prone areas.
Mr Brownlee said he was also frustrated as he continued to wait for details from the council about its flood response.
He said he was yet to get the addresses of the 56 properties identified by the council as most vulnerable to flooding, which he requested earlier this week.
"The people of Flockton, and other parts of the city that are subject to flooding, particularly the 56 most vulnerable properties, are caught by the inactivity of the council and it would seem to me (to be) a body that's just frightened to make decisions."
