The Northland Rugby Union is to challenge a decision to drop the side from the Air New Zealand Cup competition.
The deadline to object to the draft decision was Friday.
A Northland Rugby union official says a submission is being e-mailed to the New Zealand Rugby Union and the hard copy will follow.
He says the Northland union has made what it believes is a strong case for retaining its place in the premier division.
The Northland Rugby Union is second last in the national provincial competition, and scored poorly for financial management and player development in a review by the NZRU.
The NZRU board will make its final decision at the end of September.
