Tenants of Christchurch City Council may be facing a rent rise of 14% this year.
The council will consider a proposed increase at a meeting on Thursday.
Last year, the council voted to raise rents by 24%.
However, the Council of Social Services took the matter to the High Court, which found the council's process was flawed.
The council will also consider raising rents a further 16% next year, if alternative funding for social housing can't be secured.
