Papua New Guinea's Police Minister says his programme to provide more housing for the growing constabulary is slowly making inroads.

Robert Atiyafa admits that years of housing shortages for police across PNG have contributed to the discipline issues and misconduct that plague the force's reputation.
The Ministry's modernisation programme has overseen significant recruitment in the past three years, but improvements to the inadequate housing provisions are coming slower.
Mr Atiyafa says he is working on a proposal for 6,000 houses in provincial capitals.
They're also looking at incentives to rural districts who work to provide housing.
"So when the policemen get trained here at Bomana in Port Moresby, we distribute police officers who just passed out across the nation on the basis of districts who provide housing."
Robert Atiyafa says he also sees merit in a home-ownership scheme for police officers whose career contributions to the force are strong.
