A development agency says climate finance needs to be made available to the Pacific's poor and vulnerable.

Julianne Hickey, from the Catholic agency Caritas, said while money to help countries adapt to climate change is increasingly available, it's not getting beyond large institutions and governments.
She said it needs to get to the ocean's edges, to those most in need.
"We've heard time and time again from the Solomon Islands through to Tonga to PNG, that is is not reaching those who need it the most and those who have done the least to cause the issues of climate change."
The Catholic justice, peace and development agency's New Zealand director was speaking at the launch of its latest environment report for the Oceania region.
The report will feed into the agency's submission for December's climate summit in Poland, the COP24.
