Pacific Island Forum Economic Ministers meeting this week in Suva will consider setting up a regional finance facility to assist development.
This facility was first mooted two years ago when the ministers last met.
Forum secretary general Dame Meg Taylor said finance played a critical role in Pacific nations meeting their development challenges.
She said there were innovative ideas on the table for the ministers to discuss.
Dame Meg said the talks would also include a dialogue with the private sector and civil society groups.
She said the Forum wanted to see a constructive dialogue take place.
