The man who raped and murdered a Lower Hutt schoolgirl in May 1989 has once again been refused release from prison.
Paul Dally kidnapped Karla Cardno, 13, and raped and tortured her in his home before burying her alive on the Pencarrow coast.
He was sentenced to life imprisonment in 1990.
The Parole Board, which saw Dally on Tuesday, says in a statement released on Wednesday it declined parole as he still remains an undue risk to the safety of the community.
It also advised him that at his next parole hearing in 2015 it will put in place a postponement order.
That means the time between his next parole hearings could be extended by up to three years.
