A young man is being questioned by Samoa police and is likely to be charged with negligent driving causing death.
This follows the death of a pedestrian last Saturday at Faleasiu, a village west of Apia.
A second pedestrian is in critical condition at Tupua Tamasese Meaole hospital.
Police said a pickup truck was travelling from the airport towards Apia when it hit two men crossing the road.
One of the men died at the scene.
The driver being questioned did not stop after the accident, but gave himself up to police on Tuesday.
