Are two Samoa nurses taking the fall for failing system?

Samoa's nurses association says safety measures in the country's hospitals have improved since the deaths of two vaccinated infants.

On Friday, two nurses were jailed for five years for administering incorrectly mixed vaccines last year.

But according to one critic, the pair are taking the fall for a health system with systemic safety issues.
