Reviews finds Sir Tim Shadboult struggling to do job

An independent review has found the country's longest-serving mayor, Sir Tim Shadbolt is struggling to do his job. The review into Invercargill City Council was prompted by the Department of Internal Affairs, which had flagged concern in how the council was operating. The council unanimously accepted the report less than a fortnight ago. Today, with its public release, the mayor struck a far different tone. Our Otago-Southland reporter, Timothy Brown, has this report, from Invercargill.
