Three people were arrested after an incident between two groups outside the Whakātane District Court on Wednesday.
A car was also impounded. Two men, aged 18 and 26, face weapons and dangerous driving charges. They will appear at the court at a later date.
The third person has been referred to Youth Aid.
Anyone with footage of the disorder on Pyne and Boon sttreets is asked to contact police.
