The Daily Post reports Murielle Meltenoven saying her office was notified about the charge on 3 January.

Ms Meltenoven said the vineyard worker was contracted by a firm in New Zealand's Marlborough region.

She said the same worker was warned about similar offending while working in New Zealand's Hawke's Bay in 2013.

"It is sad. He was lucky to have been part of the programme for many seasons since 2013. He was a returnee. He knew what he was getting himself into. He has destroyed for himself a golden opportunity," Ms Meltenoven told the Post.

Her department would leave the matter in the hands of New Zealand police, but she said the worker would be blacklisted from Vanuatu's Labour Mobility programme.
